Storaging the Homeless: A Report for Housing Justice Organizers

This report analyzes administrative data on homelessness to shed light on the programs that are being vaunted as solutions to homelessness in Los Angeles. Focusing on Inside Safe, street outreach, and Time-Limited Subsidies (TLS), the authors argue that such programs reach only a small proportion of those living under conditions of homelessness and that these are forms of institutionalization that perpetuate rather than mitigate precarity. Conceptualizing this as “storaging the homeless,” they also draw attention to a shadow governing force setting the agenda of homelessness policy, the LA Alliance for Human Rights, which lacks public oversight and accountability.
