Roadmap to End Homelessness Analysis

As a result of an ongoing lawsuit around houselessness response in Los Angeles, the City of LA entered a memorandum of understanding (MOU) that required the city to create 6700 new beds to support people experiencing homelessness. The goal of this fellowship research was to explore these interventions and identify what types of services are being offered and detail the number of beds at each site, who they are serving, and the cost of the projects. The research suggests that whilst the city has, in terms of the MOU, provided the large number of beds demanded, this might not mean that the capacity of the city to support people experiencing homelessness has increased to the value that might be supposed. This remains important due to ongoing changes that might rest on this assumption, including the enacting of ordinance 41.18 or any further actions proposed in the case of LA Alliance for Human Rights vs City of Los Angeles.
